How US sales tax works
Unlike VAT (used in Europe and most of the world), US sales tax is not included in listed prices. It is added at the point of purchase based on where the buyer takes delivery. The rate depends on three levels of government: state, county, and city - each of which may add its own percentage.
For example, a purchase in Los Angeles pays 7.25% (California state) + 1% (Los Angeles County) + 2% (City of LA) = 10.25% combined. The retailer collects the full combined rate and remits each portion to the appropriate government agency.
States with the highest sales tax (2026)
These five states have the highest average combined rates, meaning shoppers consistently pay the most in sales tax on everyday purchases (Tax Foundation, 2026):
- Louisiana - 9.55% average combined
- Tennessee - 9.55% average combined
- Arkansas - 9.47% average combined
- Washington - 9.38% average combined
- Alabama - 9.25% average combined
States with no sales tax
Five states levy no general sales tax whatsoever. Shoppers in these states pay the sticker price with no additions:
- Delaware - Delaware has no state or local sales tax, making it a destination for cross-border shoppers.
- Montana - Montana has no state or local sales tax.
- New Hampshire - New Hampshire has no state or local sales tax - a point of state pride.
- Oregon - Oregon has no state or local sales tax.
Sales tax exemptions by state
Most states exempt prescription drugs from sales tax. Grocery exemptions vary widely: some states fully exempt food, some apply a reduced rate, and a few tax groceries at the full rate. Clothing exemptions are rarer - only Minnesota, New Jersey, Pennsylvania, Wisconsin, and a few others exempt it year-round.
States that fully tax groceries: Alabama, Idaho, Mississippi, South Dakota (at reduced rate), Tennessee (at reduced rate). This places a disproportionate burden on lower-income households who spend a higher share of income on food.
Online sales tax and economic nexus
Since the US Supreme Court's South Dakota v. Wayfair ruling in 2018, online sellers must collect sales tax in any state where they exceed the economic nexus threshold - typically $100,000 in annual sales or 200 transactions. This means online prices may now reflect sales tax even from out-of-state retailers.
